[tor-commits] [tor/release-0.2.2] Add a new "tor_sockaddr_to_str()" function

commit 28cc7b01800e3e2a46a995b2ca18b0d2d5cdc804
Author: Nick Mathewson <nickm@xxxxxxxxxxxxxx>
Date:   Mon May 2 16:43:11 2011 -0400

    It does what it says on the tin. It turns out I'll want this in a couple
    of places.
