    Make ClientDNSRejectInternalAddresses testing-only.
    
    Undeprecate it;
    rename it to TestingClientDNSRejectInternalAddresses;
    add the old name as an alias;
    reject configurations where it is set but TestingTorNetwork is not;
    change the documentation accordingly.
    
    Closes tickets 21031 and 21522.
