I think that I have made all the changes. I replaced the SVN patch at
the old location:

If there are further changes that I can make, please tell me! (If you
make them by yourself and they don't require a comment, I will see them
in the SVN diff when you commit the code.)

I did not add the documentation for it, because I was not completely
sure what it does. Does it tell to not look in my profile for a torrc
file? Or does it merely ignore the case that I provide a torrc using -f
and that file does not exist? Or maybe something else?

In fact, a few weeks ago I was looking for a way to start Tor without
any dependency on other folders than the working directory. I wanted to
use it for testing purposes as Tor process with default configuration,
regardless of what I configured in my usual environment for anonmyous
surfing. I ended up writing my own torrc file and providing that using -f.
