AFAIK (correct me if I'm wrong) near every tor server acts as a
directory - its a p2p network and so it is extremely unlikely for all
directory servers to be down.

Perhaps it was a temporary (weird) connectivity issue for you? I dont
know the network internals well enough suggest anything else.
