It's the classical dilemma of anonymity. It draws the wrong kind of people.
One of the approaches to discredit anonymizers by the usual suspects
is inject fake abuse. I'm not sure whether this is being done or needed,
since the idiot background is pretty high already.

I think just having an exit with port 22 and 443 open would be valuable 
already, force some users to use end-to-end encryption
and somewhat limit abuse.
