This is a good question.

Tor by default doesn't work on the level of network interfaces, it works on proxy level: SOCKS proxy and Trans proxy. Part of the reason why it was made this way is that it doesn't support UDP, or any other protocol except TCP.

However, there is the Whonix gateway (https://www.whonix.org/) that you can run as a virtual machine, and you can connect any other OS running in another VM to it. This will be very close to what you have asked: it will work as a tor filter for that OS. But any programs depending on UDP (like skype) will not work.
