This is really neat. Have you heard of Ricochet IM? It is a modern replacement for Torchat and sponsored 
by the Invisible IM invisible.im team. It was also proffesionally audited and passed.
I have not looked into this yet to determine all the differences, but I do like how it has a CLI interface
as an option and double ratchet.

Wouldn't it be better though to aim efforts at Ricochet with these new features to eliminate fragmentation and
re-inventing the wheel?

I see this as a feature. Using Windows would render any efforts of secrecy 
useless which is what this tries to have a solution for.If someone was 
concerned about privacy they would not be using Windows to begin with.
