setconf __LeaveStreamsUnattached to 1 (you can read about it in section
5.4 of control-spec.txt), and then use "attachstream" (section 3.13) to
assign each stream.

If you don't want to handle attaching a given stream, just send an
attachstream with "0" as the circid and Tor will handle that one.
