How I would have handled it, is that it does not matter whether they are caught or not. The disruption to the campus by how the threat was handled was the only actual crime committed, not the threat itself. If you choose to investigate it at all you can interview the students affected. There was an episode of "It's Always Sunny in Philadelphia" where Danny Divito is arrested and uses his one phone call to call 911 and call in a bomb threat.

Student campuses always have pranks, and "catching" the perpetrators is not a priority.
