first release of new control program

Hi,

this is the first release of a small tor control
program I've begun to write. It is meant to form a
base for later GUI efforts, but it's already usable by
two text-mode tools.

What can you do with it?

Right now, you have an interactive shell for
querying/setting parameters and a command-line tool
designed for batch/cron usage. You can, for example,
change the tor bandwidth limit on-the-fly, shutdown
the server at a specified time, etc.

It is written in Java, so you will need an installed
1.4 runtime to use it. See the readme.txt and
manual.txt for more details.

NOTE: Password authentication will probably not work
before tor 0.1.0.9-rc, in which a small bug was fixed.
