Understood.  But if those of us who are *currently* running a server,
and have taken the time not only to read the F manual, but also take
part on the mailing list, are unwilling to use the new "default"
settings, then it would seem unfair to make them the defaults for
someone just running Tor for the first time.

I allowed exiting on Port 80 until I read this list and saw that
folks were getting abuse reports due to Google Groups.  That's when I
stopped it.  I don't believe we should be putting new users in a
position where, by default, they are open to getting abuse complaints
to their ISP.  In that circumstance, they are more likely to
uninstall tor than to read the manual and/or lists and tweak their
policy.
