I tried it again a whole bunch of times but still can't access my email.


When it happens to me and I get the 999 error I click the link to go back to the login screen then enter my details plus the CAPTCHA 
which always appears after a 999 error.

Are you clicking the link to go back?  Do you get a CAPTCHA?
