For a standalone solution, you should look into OpenWRT and the Torouter
project.

For Android, there is ORbot. If your phone is rooted, AFAIK you only
need to enable it to have all traffic routed transparently through Tor.

I would also be interested in a way to use my OpenWRTs and my Android
phone for a *second* open mobile hotspot that routes through Tor, or (in
the case of Android/ORbot), an option to only torify the hotspot, not
'internal' traffic.
