Those questions didnt seem paranoid to me, they seemed to be sensible disaster planning.  At the very least, exit operators should be prepared to have their internet connection threatened by their ISP, and be prepared to answer questions from police tracing activity that happened through their IP address.  People in low income neighbourhoods can expect heavier handed tactics, for various reasons not relevant to this list.
