Ok, have you checked the symbolic links in '/etc/rc2.d'..'/etc/rc.d' as

I think it doesn't matter. Here the owner of *templates/*' is root and
privoxy works perfect for me.

   logfile	logfile
   debug	4096 # Startup banner and warnings.
   debug	8192 # Non-fatal errors
