[pygame] pygame config update



i've been able to update the pygame config.py script. it should now do a 
much better job at automatically configuring the install. specifically 
fixed is this.

  * correctly use sdl-config and smpeg-config (on unix)
  * don't assume Numeric headers installed if Numeric found
  * hopefully(!) strange /usr/local/lib linking probs fixed

of course, it's pretty hard to test this without running it on a range 
of installations. i'm hoping anyone who's build pygame from source can 
go ahead and pull a copy from cvs. if you do, run the "config.py" script 
and have it remove the old builds (which will recompile everything).

let me know if it works or fails (and what type of system you've got). 
i'll test the windows side to make sure it still works this weekend. the 
"darwin" configuration could use some testing. only made small changes, 
but i have no way to test the osx config.

once this is working well for everyone, i'm planning on shipping 
pygame-1.4.2 (whoa, our first "patch" release)
