FYI In the article MS complain that your (USA) government
is subsidising Free Software (MS's competitor) by supporting
it'sdevelopment.
In Europe MS has persuaded the UK gov to pay for the development
of the government gateway portal software which MS keeps to sell
to other govts, and collect further licensing revenue from the 
UK govt (or, rather, its hapless tax payers).
Funny old world, eh? :-/
