phpWeblog is very easy to set up and would do just about everything
required of an email-based forum. Topics can be set up, it's searchable,
commentable, etc. Certainly quicker than writing something from
scratch. I believe that the content is the most important thing here, not
developing another form of displaying content. 

There are other candidates such as Nuke, postNuke, Phorum, geeklog (is
that PHP?).
