Not quite. One way to install Debian is to get 2 floppies (a "rescue" disk
to boot, and a "drivers" disk for, mainly, NIC modules), then do the rest of
the installation by connecting to an ftp or NFS server. The Debian base is
still about 20 megs, and the tiniest useful installation from "real" Debian
is about 50 megs.

On the other hand, Debian does serve as the base for other small
distributions, such as Linux Router Project disks (http://lrp.c0wz.com/ for
details).
