You're right. You say "serious" so I'm not sure how to do that without 
funding.  But if you were to settle for "peer reviewed" I think it could 
be possible among teachers, students and parents. Why couldn't this be 
an ongoing project to which students and teachers at different levels 
continually contribute? They do reports on everything under the sun and 
these could be vetted in order to produce a useful, even fun, resource.

This was actually the first thing I thought of when I heard of the Web. 
I'd like to help make it happen.
