Here's one that may draw some flak ...but see my reasoning below.

It describes itself as "An ultrafast and free filter, redirector and 
access controller for Squid" and that's accurate.  It can be used to
block ads, porn sites, news sites, or whatever.  Access can be
controlled by user, by machine, by time of day or any combination of the
above.

For instance, I can allow folks to look at CNN during lunch break (ie,
read the paper) but not when they are supposed to be working.  Same
would go for 'Teen' magazine in a school.

I find the uses almost endless.  And since it is open source, I get to
set  the parameters, not some faceless censor somewhere.

Use of SquidGuard allows the provider of a resource (Internet access) to
make sure it is being used appropriately for the reasons the resource
has been provided (educational or employment related activities), but do
it in an open way.
