Any format that easily allows you to translate it to another format. 
Classically sgml has been used for HOW TO's and linux-doc's. XML is a
newer standard, I don't know if there are good translating programs
for it.. LaTeX has many translators to several formats.
  I would suggest SGML (or XML if you find a translator), but if you
don't want to code it by hand, I'd use LyX and export as LaTeX. 
Hopefully, you can find a tranlator from LaTeX to XML too, I know
there are some for HTML, RTF etc..
