How about setting up voting via both both web and e-mail.  Or would web voting 
be too anonymous?  Maybe the "masses" could vote there just so "we" get an 
idea of public opinion on any given subject.

As far as secrecy/security, the only way to do this is to find someone not 
working on the project who is willing to count votes, and use PGP to send the 
votes via e-mail.
