 I haven't thought about it for very long, but I wouldn't object to a
 /tor/server/complete or something that includes now-unused or never-
 actually-used descriptors that the authority has lying around.

 I also wouldn't object to a Tor patch that writes rejected descriptors to
 a file somewhere. We'd want to come up with some mechanism for making sure
 the file doesn't grow to infinity.

 (Does this mean this is now a 'Tor directory authority' task?)
