 I think these results strongly suggest that 70 is a more optimal cutoff
 than 80 and that there are diminishing returns after that. If we are not
 comfortable with this cutoff, we should redo this experiment with 60, 70,
 75, 80 and 99 and see if 75 still provides significant benefit. But we
 need to have all of these runs going concurrently, especially since #2704
 is messing up the network.
