 Hrmm. I know even less about the v3 handshake than everyone else seems to
 know about CBT. It looks like we added 2 or 3 more round trips to TLS
 connection setup? I guess that would do it...

 We could just hack the timeout code not to start counting time until a TLS
 connection exists. Would that solve everything? Or do we still want to add
 in the "abandon the timeout data if all guards change" check to
 circuit_build_times_network_check_changed()?
