Comment (by asn):

 For example, decreasing the time in `networkstatus_dl_check_interval()`
 fixed this for me.

 Would it make sense to decrease the time there (to 5 or 10s or so) if we
 don't have a workable consensus?
 If we have a workable consensus, 60s should be fine.
