 Possibly explicit source consistent with my interpretation of source (3)

 The main problem is that a lot of online sources conflate signals with
 console events, so it's hard to tell whether by "signal" they mean an
 actual signal [2] (which is intra-process only on windows) or a console
 event [1] (inter-process) that then generates a signal
