#16746: Use a better tool than just Ant and Debian's package manager to manage

Comment (by iwakeh):

I think there should be a metrics-lib plain release and one including full
 dependencies.
The latter could be used by Onionoo and others who don't want to deal with
 indirect dependencies.
Those concerned about the dependencies management could use the plain
 release and set-up
their own deps according to the build.xml and documentation.

The Apache license allows redistribution, so the full-deps release ought
 to be fine.

I would assume folks who work/develop with metrics lib or Onionoo know how
 to handle dependencies?
And, a clear description of these will be sufficient guidance?

There are already two (old) release management issues #13166 (metrics-lib)
and #13088 (Onionoo) about these topics. Maybe, now is the time to
 continue.
