 Are there any other logs present? For example, "No circuits are opened" by
 any chance (#27049)? That is my best guess right now -- if every circuit
 is getting marked "relaxed" near that logline, no timeouts are getting
 stored properly.

 That would explain the resulting CBT mess, but still does not explain why
 v3 services stop working, so there must be a second piece to this after
 CBT fails.

 Is this Tor instance only running v3 services, or v2 services also?
