 Something is rotten with the bwauth feedback experiment. My current best
 guess is that we can't properly measure the occasions where fast nodes
 *do* get overloaded, because we don't measure often enough.

 One way around this would be to only perform positive feedback for nodes
 using a filtered measurement set containing only the *slow* measurements
 (below mean) for each node.
