 Hi Nick. During the gsoc mentor summit we talked about anchors within our
 manual site. You thought we already have them, but it looks like we
 actually only have anchors for sections (not options). For instance, we
 have an anchor for the [https://www.torproject.org/docs/tor-
 manual.html#_testing_network_options Testing Network Options section] but
 not TestingTorNetwork, ExitPolicy, etc.

 Definitely would be a nice thing to have.
