Comment:

 As I said in the description, truly malicious code can inject itself into
 TBB in many ways.

 If we're seriously going to consider impacting people's ability to enable
 flash (by requiring a restart), we need justification as to what actual
 protections are gained by asking flash nicely not to infect Firefox. Real
 malware wouldn't be stopped by such a measure.
