 The openssl libraries have been removed from the openssl package in el7.
 They are now in openssl-libs.  The el7 rpms published in the Tor repo at
 https://deb.torproject.org/torproject.org/rpm/el/7/ are still configured
 to require "openssl >= 0.9.8".  This forces openssl to be installed on
 systems that don't actually need it.
