 How does this impact tor itself?

 I can imagine two different models:
 * single tor instance
   * possible cache/timing leaks between users, particularly with hidden
 services
     * but I think we're working on this????
   * the existing domain isolation could be extended to deal with multiple
 users
 * multiple tor instances
   * since users have different guards, their traffic is more
 distinguishable
   * systems with many users could run low on resources: ports, processes,
 CPU, etc.
     * it's wasteful to download identical consensuses and descriptors in
 each instance
