 Can you confirm it works for you if you disable apparmor for the tor
 running in the container?

 mkdir /etc/systemd/system/tor@xxxxxxxxxxxxxxxxx/
 (echo "[Service]"; echo "AppArmorProfile=") >
 /etc/systemd/system/tor@xxxxxxxxxxxxxxxxx/override.conf
 systemctl daemon-reload
 }}}

 And then try to start tor,

 service tor restart
 }}}
 .
