 Chutney sets `AssumeReachability 1` in all its networks.

 We should make a network which doesn't set AssumeReachability, so we can
 test relay reachability changes.

 We might even want to add the network to `make test-network-all` if it's
 fast enough, or add a separate make target if it's not.
