 Hm. It seems there are probably two directions we could go in here -- more
 complex and more minimal.  I'd like to aim for minimal if we can.

 Proposal 199 looks pretty complex on its surface; but maybe it'll turn out
 to be less so once I read it again more carefully.

 Zack, David -- I'm not getting a great sense here what interface you
 actually want, beyond "Not the current one!"  Is there a
 flashproxy/stegotorus document that explains your preferred solution here?
 (Please forgive me if it's described above and I'm just not seeing it.)
