 I'd be ok with just calling it regardless on startup.

 The `cpu_init()` routine should also probably do more error checking, and
 kill the tor process if anything fails, because it's a sign that things
 are Really Broken (I was wrong, we don't always terminate after leaking
 condition variables), but that might be better suited to another bug.
