 From discussion on #tor-dev, it would appear:

   * That the `np` in `have_consensus_path = ((nu > 0) ? ...` should be
 `nu`.

   * That we should not warn about not having enough directory info in
 `update_router_have_minimum_dir_info()` when we have decided not to fetch
 directory info because of `should_delay_dir_fetches()` or
 `directory_too_idle_to_fech_descriptors()`.
