Comment:

 As Jacob said, "disabling, then enabling HTTPS Everywhere with the global
 enable button (from issue 4060) imports any newly added user-rules without
 restarting Firefox".

 Also, see the solutions offered on #10033.

 I'm marking this bug as closed, since there's no new activity and the
 requested feature already exists. If someone disagrees, feel free to
 reopen.

 That ruleset importing feature really should be documented in the HTTPS
 Everywhere manual, but I think that's a separate bug.
