 Wrong. Loopback interface is not mandatory. There might be no 127.0.0.1
 according to standards too. So, all XAMPP-like suites use localhost. Why?
 Standards give an answer:
  An IPv4 or IPv6 address query for the name localhost must always resolve
 to the respective loopback address, which is specified in a separate
 standard.

  Applications may resolve the name to a loopback address themselves, or
 pass it to the local name resolver mechanisms.

 Resolve or pass&check are both suited. So, Tor will start resolve
 localhost for TBB! (Devs want to see their local services in Tor Browser
 too).
