Comment:

 I'm going to close this because key blinding code has been upstream for a
 while and proposal 224 has a section describing the key blinding as well
 (in torspec).

 Once proposal 224 is implemented, we'll get this as a property of the new
 HS system. So, the next step is to implement HSDir (#17238) and client
 (#17242) to use key blinding and win. No need for this ticket to hang
 around anymore.

 (I've used `fixed` here since even though we don't actually resolve the
 issue, the code and spec is there, it's a matter of using it which is
 detailed by other tickets.)
