 My branch fallbacks-201602-v2 fixes #18398.
 https://github.com/teor2345/tor.git

 It also reduces the stability period to 7 days, relying on the uptime
 cutoffs to enforce stability, due to #18050, which causes relays to upload
 descriptors with an 0 DirPort when restarted.

 There are now 34 fallback directories.
