 Actually, the rule is even more complex: it's okay to select a guard with
 no descriptor when we're using it as a directory guard, unless we're
 IPv6-only and using microdescriptors, in which case, we need the entry
 guards' microdescriptors from fallback directory mirrors in order to know
 their IPv6 addresses.
