 We'll need to figure out whether this is simply an instance of the <a
 href="https://eff.org/https-everyhwere/faq#captiveportal";>captive
 portal</a> problem, or whether it's a problem with a particular ruleset.

 Do you think you might be able to try joing one of these networks with the
 "AT&T (partial)" ruleset disabled?
