 Rebased against latest master, problems fixed and redundant code
 eliminated in my ticket12585_v3 branch. The previous version had a bug
 involving chmod()ing both control socket and SOCKS socket if either
 SocksSocketsGroupWritable or ControlSocketsGroupWritable were set, which I
 also fixed.
