Comment:

 On a NEWNYM, tor will mark existing circuits that have been used before
 has unusable for new connections but will keep them open until they
 timeout naturally. The ones that haven't been used at all and are just
 idling waiting for a client connection to use them will stay alive and
 will be usable.

 So what you are seeing I believe is normal.
