 Well, the config was OK, but someone removed the GeoIP-file. Sorry for the
 noise.

 However I find the message a bit misleading. I thought the config key "ip-
 to-country" in general was not available to Tor. Maybe this could/should
 be changed in something like "5xy GeoIP database not found".
