 Reports in this ticket includes different bugs for sure.

 `No unused circIDs found on channel` bug could be explained by botnet or
 something, without any actual bugs in code. According to reported logs,
 peers hangs for several minutes, which triggers filling of destroy queue:

 1405698499 (268 seconds ago)
 > Jul 18 15:52:47.000 [warn]  * Channel 343 has averaged 9.210684 seconds
 between transmitted cells

 > Jul 20 13:31:03.000 [warn]  * Channel 1280552 last trasmitted a cell at
 1405862903 (160 seconds ago)
 > Jul 20 13:31:03.000 [warn]  * Channel 1280552 has averaged 4.625050
 seconds between transmitted cells


 `4294964108 outbound circuits` and `Discrepancy in counts for queued
 destroy cells` bugs are sign of memory corruption.
